City Improvement Budget Print E-mail

NEW BUSINESS:  Sawyer went over his Improvement Budget Analysis Report.  This gave the committee a current view of the city’s money situation.  The City Improvement Fund was discussed first.  This is funded by the 20 year, five-mill levy.  This fund can finance water, sanitary sewer, storm sewer, sidewalk, and street construction only.  By the end of 2015/2016, the city will have an estimated $1.4-$1.5 million in this fund for projects.  If the language of this millage is changed, to allow for dam construction, the cost of the dam project would exhaust the current fund and no other city projects could be started for ten years.
He then went over the revenue from the Sewer Capital Charge (SI) and the Water Capital Charge (CI) on the city’s water/sewer bills.  These charges are used for water and sewer projects.  The sewer fund does not have extra funds to work with over the next ten years.  However, the water fund should generate approximately $1.5 million in that time.  Because of the need in the sewer fund, at some point, council will likely raise the SI charge but lower the CI charge to match.  The idea is to keep water/sewer bills stable and, in the future, lower them after the completion of projects.  Currently, storm sewers are not funded.
The Major and Local Street Funds were then discussed.  The main funding for streets comes from the state’s weight and gas tax.  Local streets are only funded to maintain.  Major streets get more funding because of wear and tear on the streets, as determined by the state.  The city has about $100,000 a year for major street projects.  Local streets receive PA 48 Metro Act money, paid by utilities to have their poles and lines in the right of ways, but operating revenue still only comes to about $87,000.  This is not enough for expenditures.  The city supplements the local streets with the General Fund or it is transferred from the Major Street Fund.  It is estimated that, over 12 years, we will generate approximately $1.2 million for major street projects. 
Next, Sawyer discussed the Improvement Budget Analysis in each of these funds if the five-mill levy is extended for another ten years.  He estimates that additional money generated will increase the City Improvement Fund to $6 million.  With a language change to the millage, this money could be used for dam repair.  The other project funds would increase, as well, generating money for additional city projects.

Ray Dennis Memorial Print E-mail

Once again, thank you Heritage Park Committee for your efforts.  Keith and Dianne Johnson are leading up a campaign to provide for a memorial to Ray Dennis.  Following is the news release:

Ray Dennis was born and raised in the community of Corunna.  He taught school,
coached, and was Superintendent of Corunna Schools for more than a quarter of a
century.  Ray was not only a man of education, but also a  leader in the community.  He
fought in World War 11, in Africa.  He touched the lives of tens of thousands of people
over his life span.

Ray’s philosophy was “that every child gets a fair shake at an education”.  He was the
longest tenured superintendent in the history of the school district.

After his retirement and before his untimely death in July of 1992, Ray told family and
friends that he was quite adamant that nothing be erected or named in his honor after his
death.  A humble and modest man, always.

Now, as the years have quickly passed, a few people within the community and school
district, sought the blessing of the family to do something to honor Ray for his dedication
to education and community.  After careful thought and consideration, the family gave its
permission to do something.

A scholarship program was thrashed about, an appropriate plaque mounted in stone, and a
few other ideas that didn’t quite have the merit that was due this man. 
While looking through bronze castings on the inter-net, we came across a bronze statue
with a young boy and girl sitting on a park bench reading a book.  It optimized what Ray
was all about:  “every kid gets a fair shake at education” and seemed just the perfect
memorial for Mr. D.

The placement for such a statue was to be left up to the family members.  After talking to
Ray’s wife, Ada Marie Dennis, she noted that the park by the dam was the place Ray
spent most of his leisure childhood days with his pal Marvin Elkins.  Fishing, swimming
and spending time at the river by the old mill became one of Ray’s favorite past times as a
boy.

Ada Marie said that when stories of his childhood were talked about during his latter
years, a story about the river was always mentioned. 

So, the location and type of memorial is in place. Anyone who knew Ray, or any
organizations, that would like to contribute to the cost of the project, please  send  a check
of the denomination of your choice, to ---The City of Corunna, Heritage Park Fund.
Please print on the memo line of the check...Ray Dennis memorial.   Also, a special
thanks to Corunna City Manager, Joe Sawyer and Council for being an integral part in
this project.

Industrial & Economic Development Update - 28 January 2006 Print E-mail

Economic Development efforts continue to be a top priority in Corunna. Machine Tool & Gears investment in equipment and addition of employees was welcome news!

Although the cities Low/Moderate Income status has provided a great number of grant opportunities, it also reflects the need for development of job opportunities for our residents and need for new tax base to reduce the tax burden while providing for quality services. It is a well documented fact that commercial and residential tax base provides for tax revenues in excess of service costs, providing direct benefit to residential tax payers.

Our Economic Development Fund Board has stepped up, providing grants to the City for development of new industrial lands, sanitary sewer improvements, and financing to Dux Boats in the Strawsine Industrial Complex.

The City of Corunna has purchased ~60 acres on Parmenter Roadfor a future industrial park. Site Plan and Utilities Design are underway, paid for from a grant from the Economic Development Fund Board. These plans will be completed in 2006. Design work is being engineered to provide for utilities in the future to the 120 acre industrial parcel on
Parmenter Road
across from the city purchase.

Once Design and Site Plan Engineering are complete, the city will be aggressively pursuing grant opportunities to take utilities to the Parmeter Roadsite so that marketing efforts may begin. The cities $600,000 Industrial Development Fund (from the Strawsine Gift), will constitute the cities match for any such grant. It is our goal to develop a multi-million dollar state certified industrial park without placing a tax burden on city residents at large, AND without creating a new tax recapture district.
 
Consistent with the recommendation of the Citizens Budget Committee / Long Term Independence Committee, Economic Development will be aggressively pursued.

Industrial Development, Sanitary Sewer and Water Improvements, Downtown Developments, Commercial Development, Infrastructure Improvements, Quality Public Services and Institutions, Tax Relief and many other quality of life issues all comprise the overriding goal of Economic Development. We are blessed to have a community that understands these needs as demonstrated in the Citizen Perceptions and Opinions Survey conducted in 2005.

We are in year two operating under our new 50 year agreement with Caledonia Township, and all is well. Review is under way of our aged fire equipment, and a long term fire department capital replacement/improvement program will be developed this year. Purchase of a new fire vehicle is a possibility in the current year. A grant was received recently for a new air tank charging system.
 
 
The Corunna Police Department continues to provide around the clock coverage.

A door check program has been established, and efforts continue to work with the Department of Public Works and the Building Official to improve upon our Code Enforcement program.

The DARE program will continue, with Officer Gary Blahnik contracting directly with the Corunna Public Schools to teach the DARE courses. Office computers and in car video systems are being evaluated for upgrade.
 
 
After several years of financial turmoil/crisis, the Corunna Area Ambulance Service is operating comfortable in the black, and has made investment into new vehicles and equipment.

Streets & Sidewalks Update - 28 January 2006 Print E-mail

Planning is underway for our 2006 Street & Sidewalk Projects.
 
We have recently updated our Street condition ratings. Budget permitting the following projects are in our scope:
 
- Oak Street: Pave Cap or Mill & Resurface
- John Street: Pave Cap or Mill & Resurface 
- Various Blocks of Mizner, Williams, Woodworth: Pave Cap or Mill & Resurface
- Walnut Street from Shiawassee to St Mary: Pulverize & Pave
- Dutcher Street: Addition of Millings to Build Base
- Comstock south of railroad tracks: Addition of Millings to Build Base
- Mizner south of McNeil: Addition of Millings to Build Base
 
Other streets are under review pending utilities improvements (Hastings, Converse).
 
Repairs to concrete streets are being reviewed/planned (Norton, State, Comstock, McNeil).
 
South Brady Street is in need of repair, but work is being delayed until after the proposed
Brady Street
 Boat Launch construction.
 
East Corunna Avenue is planned for a reconstruction (curb/gutter/utilities) in 2007/2008 pending approval of a Small Urban Grant.
 
 
Our Sidewalk replacement Program, begun in 2004, will continue. Sections/blocks for replacement have not yet been identified, although an estimated $40,000 of work will be performed. This year’s program may include the addition of new sidewalk to areas currently un-served.
